They (the government) see absolutely no need to change the law because downloading has no proven negative impact on the production of national culture.

I think this is both inevitable and short sighted. Yes, the entertainment industry has been disrupted and there is nothing much you can do as a government but there is more to entertainment than national culture. That has been disrupted a long time ago.
